Trigger conditions explained

A country assistance strategy (CAS) identifies "high", "base" and "low" case lending scenarios - which one a country initially receives depends on its economic prospects. Whether it can access the higher levels of funding, or funding falls to lower levels, depends on whether or not the government implements specific "trigger" conditions - usually relating to privatisation, improved budget management, or structural adjustment - outlined in the CAS. Rarely are these conditions related to actions to eradicate poverty.
