Instituting IMF evaluation

Two more external evaluations of the IMF's activities are about to be completed. They cover the IMF's surveillance function and research activities. Following these there will be a review of the IMF's ad hoc evaluation approach to decide whether to adopt a permanent evaluation mechanism. This will be discussed at the Autumn meetings.

Some Executive Directors (including Japan, Canada and the UK) favour an independent, permanent evaluation unit. support an external evaluation mechanism but with little clarity on how it should function. Other directors favour formalising the current ad hoc mechanism.

NGOs are concerned that the trial ad hoc procedure is unsystematic and has proved ineffective. Three reports were supposed be carried out each year, but after 2 years only I has been completed.
