Dan Plesch, of the Royal United Services Institute, has proposed sending ministers, not officials to represent governments at key international institutions. He argues that this "would make the process far more open and clear as politicians exist to make change and get in the public eye, whereas the whole culture of diplomacy is just the opposite. We would at last start to build up a wider group of people who understand how international politics works... there are very few MPs with experience of international decision making."
