Tanzanian user-fees concern

In 2000 the US Congress passed a law requiring the government to oppose loans that includes user fees for basic health or education services. However, a study by the US Centre for Economic and Policy Research finds that the Treasury has failed to oppose the PRSP for Tanzania that contained user fees for health. A 1998 report from the World Bank's Operations Evaluation Department (OED) reported that about 40 per cent of World Bank health, nutrition and population projects included user fees.
