Donors’ group: “room for improvement” for BankThe Multilateral Organisations Performance Assessment Network (MOPAN), has published its 2005 survey of the perceptions of multilateral organisations at the country level, covering the World Bank, the UN Population Fund and UNAIDS. MOPAN is a network of nine donor countries (Austria, Canada, Denmark, Finland, the Netherlands, Norway, Sweden, Switzerland, and the UK) which jointly conduct an annual survey of multilateral partnership behaviour in developing countries. According to the report, the World Bank needs improvement in the areas of capacity development, support to civil society and reform of its internal procedures in order to deepen PRS alignment and harmonisation. The Bank is perceived as "pursuing its own institutional goals and procedures" and "pushing a technical blueprint inappropriate to existing capacity".
