The World Bank has been criticised for taking too long to implement its safety-net programmes in Indonesia, and for failing to ensure that public works benefit the most needy. The Bank admitted that it does not have the tools to design appropriate safety-net programmes in a crisis situation.
The Bank is now looking at how it can improve. It wants to encourage more NGO participation to help it ensure safety-nets are available to the poorest and to encourage transparency and accountability.
