In August the IMF produced a ‘question and answer’ paper on its Enhanced Structural Adjustment Facility. This highlights many of the criticisms NGOs have made of ESAF programmes and tries to refute them.
Based on the evidence of the internal and external ESAF evaluations, the paper alleges that the ESAF has in fact provided a positive contribution to growth and social development. The IMF intends to publish the short paper as a pamphlet.
