Making Services Work for Poor People

The World Bank’s World Development Report for 2003/4 will cover the sensitive issues of service delivery. The World Bank has long been criticised for its approach to water, health, education and similar services, although it claims to have made changes in recent years – for example outlawing user fees for education.

This Report will examine these services in the context of the Millennium Development Goals. The report’s lead author is Shanta Devarajan, a senior World Bank researcher.
