World Bank researchers Kaufmann and Kraay have released the latest edition of their governance indicators, measuring accountability, political instability, government effectiveness, regulatory quality, rule of law and control of corruption. They draw on 37 data sources constructed by 31 different organisations. Five of the six indicators form the basis for the US allocation of its bilateral aid programme, the Millennium Challenge Account. In this fourth update in eight years, the authors analyse changes over time. They find that, while governance in a number of countries has changed significantly both for better and for worse, there are no trends in global averages of governance.
