19 June 2006

President Wolfowitz appointed Graeme Wheeler and Juan Jose Daboub to managing director positions in April. The two will divide the post that was previously held by Chinese national Shengman Zhang who left the Bank for the private sector at the end of 2005, allegedly over disagreements with Wolfowitz.

Before joining the Bank in 1997, Wheeler was deputy secretary to the New Zealand treasury. At the Bank he has been vice-president and treasurer since 2001. Daboub was behind privatisations of El Salvador’s electricity and telecommunications. As chief of staff and finance minister, he led the dollarisation of the economy and completed a free trade agreement with the US.
