ActionAid (AA) and the Bretton Woods Project (BWP) are seeking a qualified consultant(s) to deliver a joint research and advocacy project to be delivered by May 2021.
The aim of the research is to develop a robust evidence base on the role of the IMF’s recent policy advice in perpetuating fossil fuel-intensive macroeconomic policies. This evidence will be used in global level advocacy, with the aim of challenging the Fund to align its advice with an equitable energy transition to a low-carbon future.
There is recognition of the key role that the IMF has in setting country level macroeconomic and fiscal policies, and this new research will show how this can undermine the shift to a low carbon future as well as leaving little fiscal space for countries to adapt to climate risk.
The report aims to contribute to the growing evidence base on how existing IMF policy advice included in its country-level surveillance undermines climate goals in order to provide recommendations for the implementation of the ongoing IMF Comprehensive Surveillance Review. It will make clear and actionable recommendations to inform energy transition considerations in the IMF surveillance review with a climate equity lens, and act as a foundation to develop a communications and media strategy to disseminate research findings.

d. Outline of the report (sections), include suggestions on country highlights.
e. Financial proposal detailing consultant(s)’ fees.
f. Suggested timeframe to deliver a final product delivered by May 14th 2021
